Unlike other places, it's not really a numbers game. You have to do noise control, if you follow all willy nilly your feed will be cluttered with all manor of nonsence, that will just annoy and confuse you.
One popular way to find followers as they are called in twitterland is to find people who have relevant information you would like to be undated on, and your own personal experience, talent, and education could add value too.
These could be publications, clubs, charities, and organizations in your area of interest. Things I like Magazine, Things I like foundation, things I like club local, The international governing body of things I like, or what have you. Influential talkers, (bloggers, professionals) people you admire, or friends from facebook.
The goal is to acquire people who would be most interested in what you have to say, and you would be most interested in hearing about. This niche focused aspect will increase the likely hood of these people sharing your information with like minded folks and also providing a stream of useful tips and information that will help you learn and grow.
